Finish the entire game, watch the credits and save when prompted. Begin a new game with the cleared game file. Go to the prison and speak with the guard at the entrance. He will ask if you are a true adventurer. Choose the first option as an answer and the monster will become stronger.
If you speak with the guard again and you select the second option, the monsters strength will return to the normal.
